The first thing I did on that level was to up the treatment prices by 40%. Patients will get angry, but they're paying way too little without a price hike.
I also bought a DNA lab pretty quickly because the scans are costly. If you can get a research lab up and running to grind out research for cash, that might help as well.
And I didn't buy expensive clinics, so booted a lot of patients I couldn't cure. But still on the early part of that level myself.
If you want to begin experimenting with pricing and such, disable the autosave feature. That makes it easier to reload if price experiments go wrong.
