Leveling up on Blighton

Hi, I just started playing 2 weeks ago. I am up to Blighton and trying to get the 3rd star. I am hoping some of you gurus can give me some advice.

I am having an issue leveling to 18. I am stuck at midway through level 16 and can't seem to get it to budge. To be honest, other than building things, I don't know how to level up.

But there's no more buildings to build in and I have the following rooms:
5 GP Offices
3 Psych offices
3 DNA labs
2 MEGAs
2 Pharms
2 Cards
2 GDs
and 1 of everything else except a Ward and a Fracture Ward which I never needed this hospital.

My thermal comfort is 98%. My hygiene is 96%. Everything is pretty. I have researched everything to the point that I'm just doing general research for the money. I have over $3M. I am in the process of maxing out everyone's skills. Every building has toilets, a staff room, seating, entertainment, and food & drink.

I am 9 away from completing the criteria for 60 vaccinations.

What else can I do?

Put more items (for example anatomy models) in rooms to level up your hospital which should be enough.
If it's not you can also recruit people but be careful with the monthly expenses it will bring. You can also promote staff to slightly increase it.

You might consider looking into your layout/the size of your rooms. Are you making the rooms larger than minimum? If so, that may be why you ran out of space.

I just looked at my map, and my best Blighton is level 21 with 5 buildings (out of the 9 available) used. It's:

7 GPs
5 DNA labs
4 Fluid Analysis
3 General Diagnosis
3 Surgeries
2 Psychiatry
2 Pharmacy
2 Injection
2 Cryptology
1 of all other treatment rooms needed on the map.

I've been running into issues getting to L12 and 15 I just spam bathroom/training rooms in all the empty space LUL

You can also raise your level by:
training staff members
putting in attractive decor in corridors
cure rate and amount of paitents in the hospital
and items in rooms as mentioned.

Aim for prestige 5 in every room, and you be level 19 ad beyond in no time.

Man.. my hospital is always level 22+ ....I want to do the opposite.
