If it's not you can also recruit people but be careful with the monthly expenses it will bring. You can also promote staff to slightly increase it.
You might consider looking into your layout/the size of your rooms. Are you making the rooms larger than minimum? If so, that may be why you ran out of space.
I just looked at my map, and my best Blighton is level 21 with 5 buildings (out of the 9 available) used. It's:
7 GPs
5 DNA labs
4 Fluid Analysis
3 General Diagnosis
3 Surgeries
2 Psychiatry
2 Pharmacy
2 Injection
2 Cryptology
1 of all other treatment rooms needed on the map.
Just to give you an example.

Aim for prestige 5 in every room, and you be level 19 ad beyond in no time.
