Not a sandbox mode per se...but the next best thing. They may add a true sandbox mode in between now and release though
My gut feeling is that it does not have sandbox.
It's not the end of the world, but it really would be nice to have sandbox.
Plus, as already mentioned, the fact that we can keep playing once objectives are completed is good.
Cheats would be nice too - just in case.
Will keep my hopes up.

So the last Level is basically a sandbox with fixed buildings is it not?
I fail to see the difference
A bit like playing skirmish mode in a RTS game, vs playing a campain level.
Sandbox would allow us to deselect any illnesses that we don't want to appear - ie some annoying illness, etc.
