They have probably designed a new version for console for use specifically with a controller. I don't think it would be as simple as adding controller support on the PC version. Likewise I doubt the console version will support playing with a mouse and keyboard, despite consoles having support for those peripherals.
I'm just guessing though.
...so much so that recently one of their devs hinted here in the game forum that they actually had a separate dedicated team just to make the console versions.
I seriously doubt that it's even possible to "just provide" the console branch for running on a PC... it's probably not even a single branch because xbox one and PS4 are really deeply different to each other, only the interface redesign effort would be the same
Which means Steam may very well be their console already, but this particular game in its current form obviously doesn't lend well to controller support or even to remapped controller emulating kbd+mouse.
It's really not an invalid wish... I don't think SEGA will prioritize this, but I can totally see why someone would want that.
Why not just use a wireless mouse and keyboard?
I'd say the ergonomics are quite different and the suggestion is valid in some contexts but not so much in others...
have you ever been able to use a wireless keyboard+mouse on a couch or bed comfortably without a tray table or similar? and over prolonged playtimes, even over a tray table this can ruin your hands due to non-ideal angling...
also you can avoid the tray table by using wireless keyboards on your lap, if it has a touchpad or trackball built-in, but then neither is really faster or more accurate than a controller
edit: currently I've experimented with Steam Link android app on a tablet and for some games the direct touch input scheme works surprisingly well... maybe for TPH it is acceptable, but I haven't tried with that game yet
... but that doesn't mean all currently existing Steam Controllers will magically break or that Steam will refuse ro work with it, quite the opposite... besides, all that controller suport on Steam works just fine with various 3rd-party hardawre too like the Xbox One and PS4 controllers... in fact IIRC these are used on steam more often than their own hardware
