Goldpan help pls
I currently have a 2 star hospital, with 13 of 15 plots unlocked, but I dont seem to be able to find the last two plots to open them!
any advice please, its the only thing stopping me from getting the 3rd star!

just looked and it says plot 11 needs plot 13, so I'm needing those unlocked . .

Go into sandbox and look, all the maps are there fully open. I can't tell from your pictures what you are missing
