What does a question mark above peoples heads mean?

Loads of people are standing there waving their arms with a blue question mark above their heads. Asif they didnt know where to go?

It means they can't get to where they want to go as something is blocking their path

But all my hallways are clear,theres nothing blocking them except maybe other people?

Could be something blocking a doorway either inside or outside a room. Might look clear but something could be clipping.

I had this when I rotated a room once. It let me place it as clear but then people said they couldn't get in. I adjusted the door and it fixed it.

Find out want room they want by clicking on them and this should help you find the problem.

I had this happen when I edited a room, the occupants get thrown out, I then completed editing but 2 of the patients, amongst many, became stuck for no reason. Saying they couldn't find their destination. 1 of the patients was inside furniture in the room, and the other was in the middle of an empty hallway.
They both needed the Ward they came from, and other patients had no problem pathing to the ward.
I tried moving things, nothing fixed the issue, I just let them eventually die and ignored them.
