Upgrade the rooms with items that provide bonus treatment percentages like medicine cabinets. You can get about 30 medicine cabinets in a 4x4 treatment room in some cases, although clinics will not allow you to put them in so you'll have to rely on upgrades to the machine and staff.
Make sure your diagnosis rooms are clustered, so their not running across the hospital for a scan. Ensure you have specialized staff in both treatment AND diagnosis. Make sure you have good GPs. Getting 60% diagnosis on their first visit is wonderful.
Play with the queues and inspect low-health patients.
Keep in mind running to the toilet/cafeteria on the other side of the hospital causes serious delays as well.
Even still, your going to lose 97% patients often enough to notice. So sometimes you just have to wait and get lucky to nudge that 90%
