The problem I'm finding is no one is available for training for what seems like forever even though they only have say 3 of 5 circles filed out.
Higher level staff do require more experience being put into their assigned role before they are ready for training too. So as the game goes on (and assuming you are training), there will be fewer staff to train as it is taking them longer to accumulate that necessary experience.

Yes, it's the staff that just has the 5th circle left for training but greyed out for what seems like forever.
I guess I'll elaborate some more. Maybe you have a nurse with pharmacy bonus, so you set them to just run the pharmacy. Then you run a marketing campaign for a more lucrative form of illness, which schews the % of incoming patients to be much more something else. Now your pharmacy only nurse is not only getting just pharmacy experience and not covering anything else, they are also getting even less pharmacy experience than usual.

I just started to notice that the more 'fluff' or 'extra' staff you have kicking around the less chance the they have to 'level' up with training so I started to fire the guys I had no intention of training.
It was kind of irritating I was hiring what I thought where the best traits in a GP, but no skills and I figured the GPs I already had could train them, but like you said if they aren't busy they won't be trainable.
I know it's expensive to hire those expert trainers that aren't on your staff, but it's easier to use them at least to build 1 super worker with.
