Report a translation problem
One strategy is to make sure you have all the diagnostics rooms available to you. Meaning GP, psychiatrist, general diagnostics, ward, cardio etc. If a GP lacks the skill to get a good diagnosis he will refer the patient to the next relevant diagnostics room in the chain. If they can't figure it out he goes back to the GP. If he still can't figure it out they are sent to the next diagnostics room in the chain and so on and so on. Each time a bit of diagnostics is added to the overall score until it gets to the required level.
So to make things easier your GP's should be the best diagnostics skill doctors you have. Eventually you want every diagnostics room you have to be staffed by highly qualified diagnostic doctors.
Yeah the whole hospital policy screen is sadly missing. It would be nice to have it back. Maybe they'll add it again if people ask for it.
Open the award/finance/staff page (I do this by typically opening "Finance" and then "Overview")
Once on this menu, go to the "Policy" tab.
From here you can set the diagnostic threshold (default 90%) and a check-box to enable "fast-track treatment decision"
