Can't train a surgeon

For some reason I'm not able to train any docs for surgery in my training room (It doesn't show up on the right side list) and none are showing up in the hiring menu, anyone else having an issue like this?

You'll either have to promote a doctor so that they have a free training slot before they can learn anything new, or you'll have to hire a student that has no skills except for a free training slot and bring in a guest teacher for around $10,000.

Either your staff have no open skill slots or you cant learn the skill in that mission. Im doing the mission where you first get Surgery and found I couldnt train Nurses with Pharmacy skills....because no illness in that mission are treated there. Are you just trying to have one ready in case a surgery case pops up, or have there been surgical cases appearing?

I think it is a bug. I have the same issue. No matter how many free training slots I generate. Even to let the marketing team try to find a surgent I can hire did suceed. No surgent in the entire game.
