Thermal Comfort broken ?

I'm trying to get Tumble to 3 star, but my thermal comfort rating seems stuck at 50%ish. I had my hosptial set up with more than adequate radiator coverage, went around placed down enough to make sure there were no cold spots at all and nothing changed. Checked both employee and patient comfort levels and they were comfortable across the board. Do I need to completely flood my hospital with radiators and overheat everyone ?

Have you bought a plot of land that you havent built anything on yet? Cause once you buy a plot it "adds" to the comfort level of the hospital. Course then you run into small corner problems, like I have at mitton, where i can place a small radiator when it is blue in a corner and then its red... complain cause it's cold, then complaints that its too hot...

Ye, I guess I bought the last plot without doing anything in it. I'll go test it out, thanks for the tip =)
