Upgrades unavailable in the second hospital?

To become a 2 star hospital I need to upgrade 2 machine, it says I've completed 1/2. I've upgraded EZ-SCAN, DE-LUX O DE-LUXE and DRUG MIXER to level 2, and there's no other upgrades available. Is it a bug or is there something I should do?

you just have to keep playing, until you unlock the next opgrade

It counts the number of machine you upgraded since you got the quest and not the total number of upgraded machines, i think

In a lot of cases the objectives start to be counted when you get them, what you have achieved before doesn't count. This is true for number of cured patients, number of upgrades, training, promotions and so on.

In this case I'd recommend building two rooms that you can upgrade, you most likely will need a secondary diagnosis room and pharmacy anyway so not a big problem.
