Recycling Icon

So, I see this green arrow over my staffs head from time to time. The green recycling icon (at least that's what I think it is). I can't find any recycling thing to unlock....anyone have an idea about what this is? I go through their "mood" and nothing stands out really. Cheers in advance for any response.

Edit: It also has a question mark in the center.
