two methods, can close steam and start it with admin privileges or reinstall steam one of those usually works if it was working before

Maybe its a denuvo issue? Maybe see if the pirated version has the same issue

only other thing that's easy to try is to run the game itself with admin privileges also reboot the machine if you haven't tried that yet and make sure everything is properly updated. I had trouble starting the game the first time before a reboot

It actually might indeed be a Denuvo issue. The Steam API related stuff is where Denuvo normally resides and when Sega is involved you can't be certain that it is working as it should (Sonic mania also had a number of issues after a rushed Denuvo implementation).

Let's see. For Sonic mania most issues where solved by deleting the "Denuvo offline token".
idk if TPH has one and where it resides, but finding it and deleting it to force a new token to be generated might be worth a shot.

Anyone that knows if and if so WHERE the token is?

Sorry that you're having issues launching the game! If you head over to https://support.sega.co.uk/hc/ there is some troubleshooting advice, and if this doesn't solve the problem than you can Submit and Request and we will help you as soon as possible :)

Try doing a verification of game files - just to see if Steam needs to download any additional files or fix a bad file.

Either verification or restarting everything didn't change it. I submitted a request to SEGA. Their first answer was to restart everything :) Hopefully there's a solution.

Solved it! I unistalled my third-party antivirus, as the SEGA support asked, whether the firewall is blocking TPH or not. After uninstall of the antivirus (and firewall) and restart of the PC the game started!

Yeah I resolved mine too, it was because of anti virus :D
