Therefore you have above the minimum requirement for the CPU, i don't see what you don't understand?. Hopefully that cleared it up for you.
I remember trying to play games back in older hardware generations, minimum requirement a GeForce FX. my 4600 (gen 4, not 13) would outperform my FX 5200, BY FAR in the average game, but on these "new" games that specified a minimum requirement of the FX series, they wouldn't even play in the 4600 because it lacked the hardware features required
I don't know if there is a similar lockout for CPUs, but I do know Optane for example requires a minimum generation of 7, you can run it on an i3-7100, but can't use it on a i7-6770 even though it is 10 times as powerful because generation 6 CPUs, there is no hardware support for it.
So when minimum requirements specify a i3-6100 CPU and Geforce 1030 graphics card, it tells me you're trying to use some kind of hardware acceleration not present on my i7-4790K and Geforce 970, and therefore my pretty powerful computer is completely incapable of running the game.
Graphics: NVIDIA Geforce GT 1030, 2GB (Legacy: NVIDIA GeForce GTX 460), or AMD RX550, 2GB (Legacy: AMD Radeon HD 6850). Integrated Graphics TBD
To me that sounds like you can also run it on a GTX 460 (2GB version) or Radeon HD6850 and above. So as long as your card has directx 11 support and 2GB of VRAM you should be fine (for ultra low settings)
edit, your system will probably be closer to the recommended category, but that is still TBD
My main issue is that the requirements are vague, and don't make any sense, it's listing new hardware pointlessly. Either list the GTX 460, because that IS the minimum requirement, and leave off the 1030 entirely, or state that a 1030 is desired because of a certain hardware feature, you know, old school style. Though by doing this, you're already looking into the recommended list. "Minimum is GTX460, Recommended is GTX1030.", it's like they're putting the recommended hardware list in the Minimum requirements section.
Keep in mind these are MINIMUM requirements, which says "Unless you have this, you can't play the game", that's what it means! if the requirement says a generation 6, but you can play it on an i7-2600, a generation 2, then the minimum requirement is a bold faced lie! you're going older, and it still works! therefore, the minimum requirement needs to be revised to be bumped down to the 2600, and the 6100 is more of a recommendation.
for minimum requirements, Generation is MORE important than speed, because with generations, you get new instruction sets(CPUs), and hardware acceleration(GPUs) that doesn't exist on previous, and you often can't run the software if it is designed to run on an instruction set that doesn't exist. So listing requirements of a generation 6 i3, and a geforce 1030, basically says to me "We're using an instruction set first introduced on the generation 6 of intels core series chips, and a hardware feature introduced on the generation 10 (19) geforce range of cards. if you don't own this hardware or newer, then you lack the hardware required to run this game."
If you tell me I need something, I take it VERY literally, because I've seen software that won't run on more powerful, but older hardware, because of the added hardware features.
"Minimum requirement, 64 bit CPU and Operating system", Okay, that is a minimum requirement, it isn't limited to any generation, or manufacturer of CPU, if you don't have it, you can't play the game. These are the kind of statements I expect to see in a minimum requirements list, not some bottom of the line new CPU that's listed quite arbitration, when older, but faster hardware actually does work just fine.

The Developers do read these posts, right? That's who I was targetting these messages at.
