Missing a perk

I've tried looking this up online and I'm not having any luck. Maybe you guys can give me a hint.

In my first file, I am missing only one -one!- perk. It's the Shield Piercer perk (which, funnily enough, I quickly earned in a different file, though I'm missing even more perks in that one).

I've tried everything I can think of. I fought the first boss no fewer than ten times. I systematically attacked each and every corrupted treasure chest in each three regions. I just cannot get this one measly perk to spawn!

Am I doing something wrong? Does the game stop spawning new perks if you progress too far in the game? Is it just a matter of luck and I just have to grind all the treasure chests until it pops out?

Any help, or even an explanation about how the perk spawning mechanic works, would be greatly appreciated. Thanks in advance.

What spot on the skill tree does it sit? I was missing the Stinger perk (sword icon) for the left upper tree location. It was not obvious to me as I found it after completing area 2 and seeing a location I had not seen before.

Some perks are at static locations, I dont remember which exact, so no idea if shield piercer would be one of them or not(usually after endless horde areas I think), but check your map in all areas and see if there are any locations with a lit up symbol still, or areas with an exit point you havent explored yet, might be one of those that you missed

Not possible. There are no locations with lit up symbols (I did beat the game and got literally everything else except the missing perk) and I used the scavenger upgrade to find all of the treasure chests in each region at least once.

Some perks are in static locations (at the end of endless hordes and one is hidden in the third region near the elevator). The others are random drop from chests/bosses/arenas/minibosses. Easiest way to force a level 1 perk to drop is to do the purple chests in the first region.
