My favorite 3-perk combo is Assassin, Executioner, and Harvester. This is playing with normal difficulty.
If you don't need the healing, I would try Energy Absorb for that extra crit chance + energy so you can keep on evading.
Though this one is a 4-perk combo, last night I was able to defeat Dominion normal difficulty with Eradicator, Assassin, Executioner, and Energy Absorb in about 1 min 4 secs.
Against bosses, I don't use Shield Overdrive because you can reduce shield downtime to 1, 2 seconds? Getting full shield then is a greater benefit considering that most attacks from bosses are very powerful and shield regeneration cannot keep up with it.
I use Assasin, Executioner and Harvester against bosses, focussing on Critical Damage. I didn't do the math if it pays off, though.
As for your build, Shield Converter and Shield Flasks are both defensive perks. Using Shield Flasks surprises me a bit. Since you do not use Shield Overdrive, your final shield downtime should not be higher than two seconds. Most enemies do not attack that quick, allowing you to restore your full shield and barely getting health damage after your shield shattered. Thus Shield Flasks take away a perk slot that you could use for a different perk.
However, since you use Shield Converter, your health is one. In my opinion, you should not use Shield Converter if you do not use Shield Overdrive. If you want to stick with Shield Converter, I recommend Shield Overdrive and Shield Flasks as the other perks. That would be a full defensive build.
Shield Converter + Shield Flasks + Anything Else -> Boss Clear starter pack, If u don't get bursted to hell or sustain damage all the time (most bosses don't really have that much of a sustained damage though)
Sharp Edge works pretty well since lowered scaling of health also decreases the shield decrease.
Bullet Transfubricator + High-Density Bullets -> Kaboom Cannon combo, at high level those 2 perks work amazingly well... especially if u have certain cannon upgrade that name shouldn't be called.
Shield in this game feels really strong... even absurdly so, since all health based options are just not even close to being efficent even at the highest level.
Just by simple comparison, Shield Absorb level 4 -> 40% max shield regenerated per kill versus Life Absorb level 4 -> 8% max life regenerated per kill. Meanwhile surely u have to spend another perk to get the shield converter... the difference is huge given you have about 1600 shield at max points allocated vs health+shield pool at about 2100 (about 430 being shield) or somewhere like that. Those values aren't necessarily 100% true, since I just written them off my head without checking... But the difference is just visible.
@Ardenian, I think that Shield Overdrive is actually pretty detrimental for the Shield user, since it hampers with the shield regeneration too much for what it gives. Shield Flasks however... are almost vital to keep the shield in case of overbearing burst some mobs can have.
You can survive anything, you don't need blood while you have shields.
