Dead Magistrate = no more patronage

I had the Magistrate die to an event. The Magistrate was a patron for one of my fighters. When the new Magistrate showed up, I wasn't able to offer patronage to him ever again. No matter how much favor I curried, it was always unavailable. Is this the intended behavior, or was a flag not reset that should have been?
