Cant Answer Calls for Help

So what am i doing wrong guys? I get the Message that Player X is calling for help so i press and hold "T". The circle fills up, is complete, nothing happens. Can do this as often as i can until the yellow time bar runs out. Tried different Online Settings( private,open, etc). Outcome always the same. Any fix?

I'm guessing this is P2P (ie no servers), so could a firewall thing.
