I was suffering from the same terrible fps "slide show" like many of you, but now I'm able to play with very stable/constant 100fps on my system:
* Ultrawide 1440p (3440x1440, if you have basic 16:9 1440p or 1080p you will get even better performance)
* Ryzen 5 3600 (3.6GHZ up to 4,2Ghz)
* Nvidia 3060ti 8g
* 16G RAM (3600Mhz CL16)
* NVMe
* Windows 10
STEPS:
1. Nvidia Control Panel: revert everything to default values under "Manage 3D Settings" (either under "Global Settings" or add Dying LIght 2 under "Program Settings"). Each option has an "Nvidia logo" marking the default/recommend value one
2. In game video settings:
Window Mode: Fullscreen
Resolution: 3440x1440 (this is my native ultrawide - use your native)
NVIDIA Reflex: OFF
Upscaler Mode: DLSS, quality
Field of View: 0
Film Grain Effect: OFF
Motion Blur Effect: 0
Advanced Video Settings:
Render Mode: D3D12
Asynchronous Compute: OFF
Texture Quality: High
LOD Quality: Low
LOD Range Multiplier: 100
Anti aliasing: Stable
Motion Blur Quality: Medium
Particles Quality: Medium
Sun Shadows Quality: Low
Contact Shadows Quality: High
Ambient Occlusion Quality: Low
Global Illumination Quality: Medium
Reflections Quality: Low
Raytraced FlashLight: OFF
Fog Quality: Medium
Postprocess Quality: High
NOTE - for more details about the video settings check this great article:

this guy also only has 3 hours on dl2 so he's new to the game and doesn't understand stuff yet
game will always run like ass no matter how much money you throw at your PC. developer skill issue
I bet you're using Dlss tho, extra credit if you have any videos of you getting 144 fps, i'm on a 2080s and i7 9700k and would love to replicate your settings and see what i get. You running that on 1440p or higher as well?
16GB dual channel RAM
NVIDIA GeForce GTX 1660 Super
I run most settings on high and the game runs very well. The only stuttering I get is when I leave the Bazaar or similar buildings but only stutters for about 2-3 seconds then it stops completely. Averaging 70-80 FPS. There has to be an issue on your end.
I don't have a beast of a machine and I'm getting better results than these higher end machines. That shouldn't be, lol. It's usually on the users end and not the game itself. I have these same conversations on the Modern Warfare 2 forum. People claiming the game won't launch, crashing every 2 minutes, stuttering, etc. I have experienced none of this. Every update actually makes my game better, what it's supposed to do.
Most people are lazy and just want you to solve their issues so they can get back into the game as fast as possible. I don't help people anymore, tough luck, use Google.
