Can't activate winmill (BUG)

I can't activate the Cedar Windmill at all, I have cleared renegades multiple times, died, restarted the game and computer and I still get no prompt to activate the windmill. Yes, I have not unlocked it already, its still greyed out and I have the "Activities" mission on it. Even pressing Q for seeing information about the activity, it shows nothing (no activation or "kill renegades")

I assume if it's controlled by the renegades you have to raise the flag thingy after killing all of them in order to take control of it. I recall one area that had a windmill but it wasn't the windmill that needed to be activated, it was the flag thingy mujigger.

Cedar is bugged. Just another one of the annoying bugs that the devs have to fix.

If you don't see the red circle over the switch on a windmill, don't even bother scaling it, it won't work.
