7 Inhibitors???
I have done all of the following but cannot find the remaining 7 Inhibitors:
1. Completed Story
2. Completed all Quarantine Zones
3. All Water Towers
4. All Radio Towers
5. All Electrical Stations
6. All Metro Stations
7. All Air Drops
8. All Wind Mills
9. All Anomalies
10. All Bandit Camps

I have of course scanned the map using my Radio Towers to check for remaining Inhibitors.
I have NOT done all side quests. Barely any. I do not know which ones have Inhibitors?

Where are the 7?

There are some that are hidden in unmarked buildings(Non-Dark Zone areas). And yes some side quests give them as well.

How many of those don’t show up on Radar though…? I have all Radio towers unlocked.

I know you get locked out of two by doing the Lost Light quest instead of the Cathedral quest as the chest, containing two inhibitors, only spawns when doing the Cathedral quest. One other doesn't show on the map (once activating all radio towers) or as an AI message or even through survivor sense. Can't quite remember where exactly but it's in a safe in a building somewhere.

I had this issue you have to join a multiplayer game of opposite faction for them to show on radar its dumb. Your missing one box of 2 in the church and a box of 3 northern part of first area . They dont show because they are locked behind quests you didnt take because of first faction choice.

I have 120 inhibitors out of 126. Perhaps they're locked out behind quests. Which is weird. I thought all inhibitors should be collected, scattered across the map not locked behind quests.

Unfortunately, the two I mentioned before are locked by that particular quest. There are five(?) more to be found in the waters south of Newfound Lost Lands but those should show on the map when activating the radio tower around the same area.

What Church what Northern area?

Apart from the three I mentioned in my first post, they should all show up on your map when you activate all the radio towers. But they only show when fully zoomed into the map. I suggest doing that while on a skyscraper or something as the max zoom then shows a larger portion of the map, making it easier to find the map markers.

There's a chest, containing two inhibitors, that only spawns if you accept the quest from Juan: The Cathedral. If you, instead of that quest, go for the quest offered by Jack Matt: The Lost Light, that chest does not spawn. These are part of the story quests and you can only go for one or the other.
Then there's one inhibitor that currently doesn't show on your map or compass in any way so there's no way to track it. I can't quite remember where it was exactly but I think it's in a safe in a building somewhere in the north-east part of Old Villedor. The guide mentioned earlier by Kinghexen might mention it. Otherwise, Google should help you find that particular one.
Those three are the only inhibitors that cannot be found through regular means. All the other 123 can be found either by activating all the radio towers or doing all story quests. I don't think there are any inhibitors locked behind side quests.

I’m at 120 now. I’ve found two inhibitors unmarked in dark hollows.
Other than those 3 story ones… where do I find the other three I’m missing…?

Without knowing which ones you got, there's no way for any of us to tell you.
You could try this guide: https://www.ign.com/wikis/dying-light-2/Inhibitor_Locations
Try searching this guide for the word quest (use CTRL+F) to see if there's anything locked behind certain quests. It's how I found out about the two from the cathedral quest.
