I've seen some people say the sunken city was scrapped, but it's not, it's in the game.
It's in the game, you just need to make the right choices to unlock the sunken city.

OP is correct, however they are actually the "wrong" choices. You can get to the sunken city before draining the water, but looting it becomes infinitely more obnoxious because when it's drained Drowners start spawning, which are just bombers that sprint, thats it. Also, you lose out on the ending that fills you in all the missing plot about the nightrunners if you choose to drain the water. So, choosing to not reveal the sunken city earns you easier/more loot, and a better ending.

Working on one right now, I'll put it on the nexus when I'm done, should be a few more hours

EDIT: right this is on my cheat save, so it might not be for you, I plan to do it on my main save too once they put out new game plus

I thought about putting spoilers on it, but I find it kind of dumb that that the games advertisement tricks you into picking the bad ending, and then the choice becomes irreversible and makes the endgame frustrating. Also, there's not really a whole lot there spoiled in the first place anyway, since the sunken city + water draining + drowners are in the games trailer/all the advertisements for the game.
