No because you can assign water towers and electrical plants to any side at any time. You can go 50/50 if you want. But who you choose to meet will determine the path you take in Old Villedor. I chose Sophie and so for the rest of the time there I was doing missions against the PKs

Nope...went to Sophie.... still sided with Aitor. The Watertower is the real choice.
