Bazaar or Peacekeepers?

So, I´m on my second playtrough and I´ve been wondering who would you give water tower and why?
*Obvious spoilers ahead so keep reading on your own risk*
First I gave water tower to PKs. Then windmill was destroyed and their forces were driven out of the Old Villedor. Before everyone either pulled out, holed up somewhere or got slaughtered, they managed to destroy bazaar. Result - Old Villedor is abandoned and filled with renegades.
Now I´m thinking that its better to help bazaarians even if I dont like those pricks and they behave like morons, because either way PKs are wiped out and this is only way to keep at least one functional settlement (which looks pretty good inside tbh).

For that standpoint alone Survivors > PK. Really stupid illusion of choice.
At least in regards for story assignments (first water tower and downtown electrical station + VNR radio) I will only go Survivors and give PK 4 facilities and survivors the one in bastion. 3-4 split is the best split (survivors gain the two story areas and garrision (biggest district) and PK gain the rest for my beautiful crossbow)

or I go full Survivors. But never again full PK, what a waste of time not being able to defend the damn metro station unlike the bazaar (at least that's what I heard of a friend, that u defend it, or are at least able to defend it).

Pk are not wipe out, still had a camp on my game, maybe it's related so taking time to save the soldier when you are release from bazaar.

If you choose Bazaar, PK base became surrounded and they turn into infected.
If you choose PK, bazaar will be attacked for having blown the electricity factory ( windmill).

Yep, you can help them drive PKs out of the Bazaar. I dont remember if PK army ever really arrives to burn it to the ground as Aitor said in his first cutscene.
I was pretty dissapointed how PKs are useless related to story and actually helping others. Just feel bad about betraying Aitor.

Well Bazaar, sacrifice themself make everything explode and blame other.

Aitor is just like Aiden, "Want to go back with my family", #INSERT VIN DIESEL SOUND "FAMILY"#

Survivor, lie to you, make you go into deep dangerous area and leave you alone.

Reason to choose PK : Aitor
Reason to choose Survivor : some side quest survivor who are nice

Reason to not choose survivor : bad kids who kills dog, seller who cut their foods with some plaster, poisoning their own.
Reason to not choose peacekeeper : they actually do nothing most of time except taking water and food from settlement.

My choice were :
- PK for water
- Survivor for radio - Since aitor leave and survivor became "good guy"
- Renegade side with colonel - Since he is not the good guy and PK was lying.
