Whats the max level?
Level 7 and most of the loot i get is locked around 6.

9 is max level, shops scale the loot to your level.
floor loot seems to be locked at 6 other than a select few areas which always drop level 7-9 gear no matter what your level is.

which areas might those be and it seems so, i might have to abuse fish eye's vendor

I have never encountered anything like that. And I finished the game once and I'm currently on my second playthrough.

Postgame only. The yellow icon Goons. I guess it's a bit pointless to search for rank 7+ gear at that point though.

They seem to appear after you have beaten the game.
That is at least when they started appearing for me

Why the ♥♥♥♥ would you need higher lvl gear AFTER you beat the game?
I swear man, the more I learn about this game, the more I think the devs hate us and want to punish us for something they think we did.

Why would you need it before? The game is already easy enough even on hard.
I usually would say new game plus but sadly there is no such thing. So after you beat the game they just give you the option to finish up sidequests and explore the world more with the added benefit of introducing higher level enemies and such ...

meh, i'd just min max and ♥♥♥♥ around the game while having no other responsibilities
