Where is it located

In which part of town on the map is the Massacre Hall located? Unfortunately, I can't find it on the map.
I can't create a waypoint.

I assume you mean Carnage Hall? You need to do the first part of the DLC first (the fight and ambush in the swimming pool, then the trials and fights on the roof). Once you get access to the hall, you can take a van to the hall itself. The fast travel point (van) is located in a garage in Lower Dam Ayre, in the top left corner.
