The E3 Definitive mod is bringing back as much as possible, what E3 showcase gave us to go off of, before everything went down hill. I'd say if you want it to be like Fallout, Skyrim, basically any game that doesn't have a set protagonist, I'd just go get one of those games.. Unless someone really wants to take the time to make this, you're out of luck.
The "I am Legion" mod looks interesting on Nexus, description suggests there are many things that the player can dictate in the mod settings itself, that might be my best bet.
BTW have you ever played State of Decay 2? kinda the same gameplay as I mentioned above :D
I am here to admit I finally saw the dying light and can say that DayZ is 100% what I was wanting to make Dying Light feel like but I do think DL would have far more reach if they went in a more Skyrim type way. DayZ is more methodical, simulator type but there is plenty of space for Techland to get that bigger slice of pie with their lovely combat/movement.
DayZ is indeed scratching that itch and then some.
Sure the story kind of sucks, but the missions they make you do ain't too bad, most of them is basically gameplay loops moment and once you unlock the final area (or NG+) then it's really more a game about completing the bounties of each faction than doing any quests.
