After that if the game is still lagging more than it should with your system specs check if components aren't overheating and limiting performance or something similar.
The Nvidia overlay in the game says that the GPU temperature is around 73 degrees and the usage is 90-99%, and the usage will drop to 60% if the game suddenly experiences FPS drops.
You really need more info like cpu temperature, it could be that CPU is overheating, slowing down and that would be causing the gpu usage to drop as to wait for it, or it could just be that your cpu is bottlenecking the gpu in general, without more specs is hard to say.

Do not use this app ! I tried it once and I barely could recover my video card. It just stopped working at all.
That’s odd.
Software bugs don’t always affect everyone. I’ve used DDU for about 15 years without issues on various different NVIDIA and AMD GPUs, both in pre-built and custom PCs.
From what I’ve seen, the only people who run into problems usually didn’t follow the simple instructions.
What kind of hardware are you working with?
I know that Direct X 12 with Raytracing is brutal on my 3080, but I can run everything 80-120 FPS 1440 with a mixture of medium and high settings. Removing raytracing made a huge jump up in my overall performance, although a SSD is necessary.
You're on the lower end of spec, under recommended and I know for a fact the game runs slower on HDD versus SDD. That's about all I can tell you. Your card doesn't support DX12, so you shouldn't be suffering from or using Raytracing features, and you can't utilize DLSS to help stabilize FPS either. I wish I could help more but it's hardly stable on my rig and I'm over recommended by an entire generation of GPUs.
I found on net people say to run the game as administrator, disable Steam overlay, close backgrounds processes, give the high priority to DL 2 process ( in task manager ).
One posted that he lowered fog and shadows. Try to run the game in window mode borderless. Lock the max fps.
He (she) is not on lower specs, is above of minimum requisits. Well, I see now, you mean under recommended. Read on Steam page :

The card user has is GTX 1060 6 Gb. AMD Rysen 5, 16 Gb RAM. My friend has the same card with Intel CPU though and run the game without problems. Besides GTX 1060 supports dx 12 but not Ray tracing ( right ). OMG, what you saying !
Precisely, try to set in launch option for game on Steam : -dx11. To see if it runs better with dx11.

You could try enabling FSR for an extra bump in performance, as it upscales the game from a lower internal resolution.
