The Foster Family quest is bugged.
If you accept the quest before you have cleaned the water tower and talk to the boy, he will ask you if you can eliminate all the zombies upstairs. If you now clean the water tower and unlock the water tower as a hiding place, there are no longer any zombies in the area and the quest stops because your goal is still to kill the zombies but there are no more zombies there. I can't continue the quest.
I've now tested this and tried to repeat the steps exactly with the same result. Quest is bugged.
When I search for this bug on the internet I find several posts with exactly the same problem. Many posts are from 2022 so the problem seems to have existed for a long time.
Poor performance from the developers that this bug has still not been fixed.
Another one of those "It doesn't happen to me so it must not be happening" people.

You chose a way that will block / erase a follwoing quest.
That is not a bug, that is what you chose.
If you clear the Fisheye Metro before the Renegades side quest, you will loose Rats in the House and Time to Kill.

It's definitely a bug and nothing else. You are welcome to take the trouble and test the quest yourself. A simple search on Google is enough to find people with the same problem on Reddit.
yes, I tried. My current quest goal is still to clean the tower. But there are no more Zombies there after I activated the outpost.
