It doesn't download more than the 3.3GB. What you see it patching is the game you already have installed.
Even changing 1 byte from a file means that Steam makes a copy of the whole file before patching it, verifying and then moving it to overwrite the original file.
And the assets are well divided in this game at multiple files so it must be easier and quicker to patch something unless, as i said, they are touching like every single file even if only 1 byte.
Using Unity, for example, it's normally between 60-75% of the whole game space, while on Unreal Engine it's normally between 90-95% of the whole game space (this is why ARK is specially horrible to patch). It's because how each engine stores assets.
For DL2, it should be easier to patch in general given how this engine stores assets in many multiple files and many times for updating this game we "only" need like 1/4 or 1/3 of the total space of the game in our disks. Except in this last update, for example lol
Yeah, that happens sometimes with Steam's patching system and forces us to uninstall and download the whole game again which it's a pain. But first, you should try to verify installed files and let Steam try to fix it even if partially downloading the game again.
