Persons of Interest Quiz - Herald how to trigger him?
Hi. I have a weird problem with Herald. This guy don't show up after assign the Garrison Electrical Station to the Survivors and activating the ‘Teak’ Windmill. I only get Historical Quiz. I know i need done 5/10 or more quest for Carriers to get the last question answer for him, but what is exacly a trigger for his showing?

ok i got this side quest:

To trigger this side quest you need:
1. Assign Garrison territory to Survivors.
2. Activate the 'Teak' Windmill.
3. Complete Main Quest Audition.

After that you should see this quest on the map around Teak Windmill
