Knives and knuckledusters are technically the fastest if you don't include weapon mods, but in practice, machetes are better. They're almost as fast, have longer range, their attacks follow through instead of sticking into enemies, and they don't have ♥♥♥♥♥♥♥ attacks like the knife's stab or the knuckleduster's overhead that have terrible disjointed hitboxes with no range.
But most importantly, the high-tier Brawler gear that gives 1h weapon bonuses also tends to have superior stat combinations for general combat and survivability compared to Tank gear (plus it's much more common).
