How do I do a Tower Raid???

I have done the Lost Armory and all of its quests. If I talk to Jai he just allows me to buy stuff from him. If I go to his board I only have elite and normal missions. I have a bunch of these Pilgrim chests but I have no idea how to open them or do a tower raid. I can even buy the chests but I CANNOT open them anywhere. How do I do a Tower Raid and open these chests?

They put a lot of effort into Tower Raid to only bring it out of storage for special events. Was expecting it to become a regular.

It was supposed to. But they seem to be unable to finish up that Update. Probably because they dont have anyone working on this game anymore.

It will be permanently added not just for the events. During Halloween we overhauled mechanics, added classes etc to see how community feels about it, so now it went to final stage to implement the feedback and prepare it to be permanent addition.
