Did bosses get a damage resistance?
I haven't played in so long, so I figured I should get back into it and start a new save. With that being said, are bosses supposed to be this tanky? Despite being overleveled, I don't deal a lot of damage against quest bosses and GRE anomalies, even to those that are level 1. Hakon's crossbow, which scales with your level, are like mosquito bites to them despite being capable of killing normal enemies in one or two shots. Am I experiencing a bug or is this intentional?

I think I haven't really encountered an enemy that can take more than ten throwing knives to the face. If you go to the craftmasters and upgrade the knives they do like 8x the damage of the guns and bows.
The halloween crossbow has an additional damage boost for enemies scaled by their maximum health but I think Hakon's doesn't.

Did you play new game plus? Because enemys there are damage sponges straight out of hell (Talking normal enemys taking 3 or more hits from 340dmg weapons). For normal game you can kill volatiles with 3 knives on max level

Normal enemies are fine, they die within a hit or two. It's the bosses I'm referring to. I've grinded to level 6 on my fresh save and maxed out spark, flame, and empowerment, but enemies with boss health bars still take the same amount of damage regardless of what weapon I use. And I'm talking about bosses that are only like level 2. four levels below mine.

No, I'm not on new game+. It's a fresh save.

The normal enemies are fine. I can kill them in one or two hits, which is to be expected since I've grinded to level 6 despite not getting to the Center yet. However, I did notice that bosses have some sort of damage resistance or something. Because regardless of my level or weapon, the amount of damage dealt is the same. My lvl 6 artifact weapon with maxed out modifications does the same amount of damage as a common stopgap machete against bosses.
