No Bloody Ties DLC quest popping up

I know that someone is to radio in and give you the quest but i have yet to have that happen, I also know that you need to be past a certain story sequence as well, thats not the issue as I have finished the game. Does anyone have an answer or any workaround to get it to work? I have went to the Quarry swimming pool, didnt work, tried sleeping numerous times, didnt work, fast traveling to Villedor, nothing, and tried closing app and reloading a handfull of times. I have ran around ♥♥♥♥♥♥♥ off for probably almost 2 hours and still have not gotten the call. I really didnt want to NG+ just to play it honestly

Same issue, i don't have it yet. Techland need to address it. Note: i already finished the game twice so I should have it by now
