Finally, I found someone who has the same question as me. I got a gun and tried to aim, but couldn't do it. I figured out that this game locks "Aim" behind the mid to late-game skill tree, haha.

Using a gun before learning how to aim is like writing before learning how to read.
It does not make any sense, and should not be locked behind a perk.
