Lost Armory Cant Find Jai

Further into the quest it says to find Jai after you talk to Tackhead, I go to the location. All I find is his hat. I cannot find Jai at all, does anyone else have this issue?

There should be red glowing foot steps if you use survivor sense. It took awhile for it to show up. They lead to a door to the bottom of one of those green military watchtowers/walls and you need to enter it.

Oh right okay, Ill go back into the game and see if i can find them
