fast travel in car factory metro station ?

when I visit the car factory metro station, going downstairs I can see some ">>" fast travel icon through walls
is there any way to activate this station for fast travel ? or is it just some unfinished area ?
because that car factory area seems pretty buggy and only designed for the mission taking place there
