The world is in ruins and humanity got separated in smaller settlements and cities (just like in every post apocalyptic movie or story) which are usually hundreds of kilometers apart from each other by dangerous wasteland and zombie infested lands.
Pilgrims are the people who for whatever reasons (usually out of desperation that they don't have anything to loose anymore, or just for the jiss of the adventure ect) take on jobs to wander between these settlements to deliver stiff, or act as postmans or just whatever. They are the Dying Light equivalents of the messenger from the movie "the messenger", or Eli from the movie Book of Eli, ect.
Which got never explained why. Yeah they said at the beginning that it requires huge balls and a certain type of people to do this job. But never explained why they would be murderers. We met Aiden and his buddy at the beginning of the game (old black guy) and both of them are decent people.
But people knew further outbreaks came from GRE actions, not Crane's, unless they consider Crane being a GRE agent part of that.
Pilgrims do not have any loyalty to a location, they are like mercs in a sense.
