bug with bandit camps

I'm making an achievement "Ban Hammer" and during the capture of Heron Renegados, I kill all the enemies, I want to activate the camp and they write to me that I killed only 1 lieutenant, although how could I miss 2 if I already killed everyone?what to do in this situation?

This guy is extremly good hidden becauase there is only one way straight to him. Even when you cross the main bridge, head to the left. All the way down is a tower. Actually he should be there. You cannot reach this place from the other side.
