"The Change" weapon charm? How does it work?

I'm interested in this charm (as I'm still only lvl.3, have no charm for my weapons).
No info on the internet about what it exactly does.
-One time appliance, adds more durability?
-Can be fed with money, charge durability back?
- What its upgrades do?

Though, as I've just learned, they will rework the new DL point store. So individual items would be bought from the bundles.
Guess I wont pay all my DL points on a bundle, just buy the charm later.

You probably don't care anymore but if anyone else finds this from google the charm is -10% durability cost per hit.
