They don't. Only way to max out both health and stamina is to play through New Game Plus and get the newly placed New Game Plus specific Inhibitors (Not to be confused with all the previously placed Inhibitors you've already gotten, they don't respawn).
If I recall correctly, New Game Plus contains 30 extra Inhibitors which allows Aiden to max out both health and stamina.
There's a glitch that can happen when a player joins another player's game that gives them extra Inhibitors. So technically if a player were to take advantage of this glitch, they wouldn't need to do a New Game Plus playthrough to max out both health and stamina.
With that being said, this is clearly an unintended glitch (And has nothing to do with Legend levels as far as I'm aware), so to advice someone that they don't need to do New Game Plus without adding the caveat that the only alternative is using a glitch/exploit, that doesn't seem like accurate advice to me.
Techland seems to be pretty quick to patch out beneficial glitches anyways (Except the DLC glitches because they want people to buy that), so eventually that will get patched out and be irrelevant like a lot of other previously patched out glitches/exploits. Techland is the fun police after all.
In any case, while you purposefully weren't looking to "cheat", the fact that you have the PK crossbow while siding with the Survivors and extra Inhibitors without attaining them in New Game Plus means that you've obviously strayed from the intended path.
Like if someone were to drop you glitched items from the DLC and you pick them up and use them, are you really going to be surprised if someone says that you're not playing legit?
Not that it ultimately matters, but having maxed out health and stamina is clearly not intended to be a thing in a regular New Game playthrough. It's a PvE co-op game, do whatever you want. Go wild.
Just when it comes to advice, there should be a disclaimer if you're using exploits/glitches. Which you were. Given that you weren't aware of this, no harm, no foul. Just letting you know for future reference.
