Gear damage bonus not applying? bug?

Its quite simple, i have a pair of pants that should increase my ranged damage by 6%. when i equip it my weapon damage values remain the same as without. even if i apply more pieces it really doesnt feel like my armor does anything at all. i also have a stash full bug only for crossbow bolts, ie i cant store bolts in my stash. this game has been out for a long time, i dont get all the bugs, only Bethesda games are this buggy and atleast those bugs are amusing for the most part.

The damage bonus does not show up in your weapon - just switch to the site of your inventory and press "z" for your stats. There you can see how much % damage you make.

But when your stash is full it is full. I do not know what you mean exactly - or do you mean that every slot only fits 60 bolts?

i took EVERYTHING out of my stash and still cant store any bolts, and only bolts. arrows are fine, everything else is fine
