It's just standard RPG, progress-gating, nonsense.
No real story, so Harper is just a separate vendor, with separate currency & reputation system, and no real pay-off. Even if you max your reputation with Harper or Huntress, it only gives access to cool-looking weapons, but their stats aren't really worth it.
I'm gonna bet that the Bloody Ties DLC is going to be very similar, just in a different area.
A few more choices, a few more vendors, some more cool-looking loot (with middling stats), and absolutely no impact on the rest of the game-world or story.
Honestly; everything I've seen looks like they've pinched the art direction from Bioshock/Arkham City, & the general concepts from Fallout 4's Nuka Cola DLC.
If we're lucky, they'll patch up the combat, but more than likely they'll just add more AOE attacks/perks, some elemental enemies, and more boosters.
