So the PC making more noise then normal is perfectly normal while running DL2 with raytracing.
The GPU will lower clock rates if it reaches problematic temperature regions. If that is not enough to protect the hardware the computer will power down or crash with a bluescreen (had that happen with my old RX580 a few years ago).
If it's pitched and change to a higher or lower note depending on the scene in-game then that's coil whine. Like it has been mentioned, it's harmless and it can come from both the graphics processing unit and the power supply. You can mitigate it by limiting the framerate. Sometimes it can mitigate itself if this is on a new PC or new components. If this bothers you then you can try a return merchandise authorization (RMA) and see if you can get a new one if possible. But make sure that it's 1) actual coil whine and not something else, and 2) locate the component where the noise comes from.
Tested with Radeon 6950 and Adrenalin 23.2.2.
