Can't Complete Garrison Electrical Station
Finished putting both wires in proper areas, take elevator to panel, no button to activate substation

I actually looked it up after posting this, seems to be part of a story quest is how to finish it. Wish they would put that text in game when you go to activate it, or at least make the building closed off until the story takes you there so you won't be like me and have to google why you can't finish it.

You won't be able to unlock it until you reach the radio tower quest in main storyline.
