Edit: In my case it was a renegade I had somehow missed. After I killed him I could activate it.
I'm actually there now, same problem. Reloaded game, same problem. This time I stopped before trying to climb and noticed the orange circle was there saying "clear out the windmill" but there is no one left to kill, I've scoured everything in 50m of it. All renegades dead. Can't progress it.
Update: Heh, of course as soon as I complain. So there were two landmines on the ground below the windmill. I tried to disarm them and blew up twice but lived. After that the activate windmill came up. Apparently enemy mines affect the quest.
you only have to kill the bandit leaders to get the bandit bases
