How do you get this inhibitor container??

It is on top of the building that says "Bowling Alley" at the very bottom. It has an outdoor recreation area on top and the building is attached to the building where you get the THB-NW4 military container.

Also, this building is relatively close to the VNC tower building and it has a crane going all the way to the roof.

I can't find any way to go down one floor which is where it appears to be. Also I can't find any entrances to the inside of the building below the rooftop.

That seems like an area which you can access from main quest, getting new shoes for Lawan.

Yup, I've just checked. It's Story related, you get access to it after finishing VNC tower.
