Waltz > Rais
Waltz: Does everything he can to save his daughter, even if it means death of thousands of people. Has an actual depth and backstory with Adien.

Rais basically: "Ow no, my brother died. Guess it's time to become EvIL and spread chaos in Harran"

It seems to me that Waltz is more Joel than Rais. Ready to sacrifice thousands of people for his daughter.
